What does a United States plant country mean?

NHTSA reported the plant of manufacture coded in the VIN as the United States. Form 1098-VLI’s instructions say a recipient may rely on that VIN plant, or on the final-assembly point on the vehicle label. If those two disagree, this page does not pick a winner.

Why might the estimate be a range?

If final assembly, vehicle type, weight, or another required fact is still open, the high end is the statutory cap after the income phaseout and the low end is zero. A “no” on a required test produces zero.
